Dear Sir Francis,

Mr. Addis to Sir F. Campbell.-(Received June 26.)

31, Lombard Street, London, June 24, 1911. I HAVE to thank you for your official communication of the 24th instant, informing me of Sheng's desire to construct a section of the Hukuang Railway by contract. I note that you have sent a similar communication to Lord ffrench, and as soon as I have had an opportunity of conferring with him I shall let you know what steps are being taken to give effect to Sheng's wishes.

As you are aware, we have all along been in favour of the principle of construction by contract, and I may add that, as soon as I was made aware of Sheng's intention by telegram, received from Mr. Mayers on the 20th instant, I immediately communicated it to Baron d'Erlanger, the representative of Messrs. Pauling and Co., and expressed to him our readiness to co-operate in any arrangement for construction by contract which did not conflict with the interests of the groups as secured by the Hukuang Loan Agreement.
